In May 2025, the Ministry of Agriculture and Farmers' Welfare of India adopted the Fourth Amendment to the Fertilizer Control Order (FCO) of 1985. This regulatory act introduces a unified classification and quality standards for biostimulants, establishing requirements for their composition, efficacy, and safety. The adoption of the amendment is a continuation of the Indian government's long-standing policy of improving the regulatory framework in the field of agrochemicals and soil resource protection.
For many years, the Government of India has emphasized the need for the greening of agriculture and reaffirmed its commitment to: the restoration of degraded agricultural lands; a gradual increase in the share of organic fertilizers and biostimulants on the market; and the introduction of strict quality standards that protect farmers from substandard products and encourage manufacturers to innovate. In the context of the new regulatory environment, international cooperation in the supply of certified biostimulants becomes particularly important.
Compliance with Indian quality standards
BIOTORF products fully comply with the new requirements and offer the following regulatory advantages:
Quality Standard (Fertiliser Control Order, FCO). The composition includes a high content of humic and fulvic acids. This fully aligns with the new classification of biostimulants introduced by the 2025 amendments.
Organic Certification (NPOP and ECO Mark Scheme). The products meet the requirements of the National Programme for Organic Production (NPOP) — the state institutional mechanism regulating organic product certification in India — and are eligible for the ECO Mark Scheme labeling, which confirms environmental purity and safety for soils and human health.
Customs Clearance. A phytosanitary certificate, required to verify product quality and safety, is issued for each supplied batch. It confirms the quality of the product and attests that it is completely safe for application.
Laboratory tests
Research protocols (certificates). The company is open to conducting comparative tests using methods approved in India. In Russia, the analysis is carried out in certified laboratories using methods applied in soil science in the Russian Federation.
